Negotiating the Governance of Emerging Technologies

Hosted by the University of Zurich

The annual Global Negotiation Conference (GNC) is the flagship event organised by the IGN. The conference brings together teams of graduate students from around the world to participate in four-days of workshops and presentations by leading academics and practitioners in the field of negotiation and conflict resolution. Each year the conference culminates in a multiparty simulation, designed by members of the IGN, based on a pressing global issue.

In an era of rapid technological advancement, the 2024 Global Negotiation Conference focused on the theme 'Negotiating The Governance Of Emerging Technologies'. As artificial intelligence increasingly embeds itself across various facets of society, establishing coherent norms and standards will be imperative. The 2024 Global Negotiation Conference brought together 20 graduate students and young professionals from around the world to explore the negotiation avenues crucial for developing balanced frameworks to govern emerging technology that ensure their responsible evolution and application. Speakers included Michael Ambühl, Jack R. Williams, Belinda Cleeland, Mark Davis, Gérardine Goh Escolar, Eemeli Isoaho, Tea Mustać, and Patrick Wall.

The public keynote of the GNC 2024 titled Negotiating the Future: Governing AI, explored the complex challenges of global AI regulation. Moderated by Tea Mustać, speakers Ayisha Piotti and Christophe Larouer highlighted the multifaceted regulatory perspectives, the vast and diverse stakeholder base, and the role of AI hype in shaping policy discussions. The panel agreed on three key takeaways: prioritizing low-hanging fruit like digital literacy and AI content marking, ensuring inclusive industry participation in regulatory discussions, and acknowledging the impact of AI hype on policymaking. The session underscored the difficulty of global consensus and emphasized the importance of pragmatic first steps.

After the challenging multilateral negotiation simulation on the last day, the conference ended with the traditional celebratory dinner in Zurich.
