Francesco Cruz Torres is a policy analyst, negotiator, and editor. At the Municipality of Milan, he serves as a policy analyst, providing scientific support to the city government in enacting evidence-based policies to mitigate and adapt to global climate change.
At the Transport Authority of Italy, he serves as a mediator and negotiator, where he mediates negotiations related to transport across the European Union. He also teaches negotiation and mediation theory and practice at Milan’s State University as an external expert and at Milan’s International Colleges of Merit.
At the Journal for Global Negotiation, he serves as handling editor, where he oversees and manages the peer review system of the Journal.
Francesco holds a PhD in Science and Policy of the Energy Transition from Politecnico, a master’s degree in policy analysis from Delft University of Technology, and a master’s degree in international relations from the University of Cambridge.
