Hayley Walker

Senior Fellow

Hayley Walker’s expertise lies in the field of large-scale multilateral negotiations, notably how the negotiation process can influence the quality of the outcome. Her research and experience has focused on the nature of trust in chairs and other presiding officers.
She has advised chairs of multilateral negotiations at multiple levels, from co-facilitating an advisory workshop with the UK Presidency of UNFCCC COP26, to providing on-the-ground process management support to individual co-facilitators of informal negotiations.
Hayley Walker has participated as an advisor in support of delegations, negotiators and facilitators in a number of environmental negotiation processes, including on climate change, chemicals management and plastic pollution. She also worked with the United Nations climate change secretariat (UNFCCC) to co-facilitate a consultative review process on the issue of strengthening the engagement of non-state actors in climate negotiations.
Hayley Walker wrote her PhD dissertation on how presiding officers can build and leverage trust. She co-edited the volume “Negotiating the Paris Agreement: The Insider Stories”, published with Cambridge University Press, and published a number of academic papers on process management in multilateral negotiations in journals such as Climate Policy, International Affairs, International Studies Quarterly and Global Environmental Politics.
